I think this two-parter is a rehast of "It's a Wonderful Life'' featuring Emperor Georgiou, where Guardian Clarence (ahem Carl) shows her how her future would've looked like had she never met Burnham and Crew and they did not rescue her back in S1. .
I just figured it out. This episode (and next) is Georgiou’s “It’s A Wonderful Life”/“Christmas Carol” moment (just in time for the holidays, of course). Carl was Clarence Odbody/Ghost of Christmas Past, Present and Future, all rolled into one, complete with period clothing and old-style wooden door, reminding the ever-pining-for-the-good-old-days-in-the-MU Georgiou what things used to be like, allowing her to more clearly see how much better things are now.

Pre Cyborg Airiam/Airiam 2.0 was played by Hannah Cheeseman who also played "Mirror Airiam" so it's a good chance it's her.Just because it's the same actress doesn't necessarily mean that she's playing the same part. In fact, Airiam was played by two actresses.
