So according to the interview with Michelle Paradise, it is episode 14 that was added to the season. The outline for the finale was just too big for one episode.
 
Oh, there are exclusive shorts for Discovery that are canon and important in the main story? *grumble* Where do I find them?
In the United States, they should be listed on Discovery's main page at CBS All Access.

In Canada, they are on the SpaceGo app, and on Netflix international they are listed under Discovery's "trailers and more" section.

This isn't the first time the main story has intersected with a short trek. We met Saru's sister Siranna in a short trek, and I wouldn't be surprised in the slightest if the episode titled "Calypso" figures in before it's all over. The only one of the short treks that doesn't seem to fit in anywhere in the main story is the one featuring Harry Mudd. I figure that they just gave him a short trek to make up for not having room for him on the main show this year.
 
I like character stuff too, to a degree. But I also like to advance the plot. Probably "To the Death", did it best with the small scene between Dax and O'Brien about leaving messages behind.

The plot was advanced. The non character stuff was all set up for the next episode.

We'll have to agree to disagree. Even my wife, who likes the show, was rolling her eyes at it.

For minor stuff that any reasonable person can conclude happened offscreen? No. Not really.

This is apparently one of those areas where you can't please everybody. For every person complaining about "character stuff," there is at least one other person complaining we know nothing about those characters and they are underdeveloped.

The problem is actually the combination of those two things. We're getting character stuff for characters that are undeveloped.
 
Now Po, Po I thought was awesome. She and Tilly are among my favourites.

Just wondering why her planet is so weird. M Class but has a huge tentacle thing wrapped around it. I am thinking that plays a part in the big battle next week. Seriously why is that thing there?

No, they're still not being developed. The writers are instead putting in these emotional payoff scenes without the buildup or development necessary for those scenes. Think of scenes like Picard joining his crew for poker, Sam's "I can carry you, Mr Frodo", The Red Wedding, Han Solo's death, "The Body" episode of Buffy, etc. These moments resonated with us emotionally because we've known the characters for a while and the writers put in the work to make us care about what happens to them. In contrast, Discovery spends 10 minutes on a melodramatic funeral for Airiam expecting the audience to be all weepy when, literally in the episode where she died, I thought she was a robot.

If you know more about them than you did before, they're being developed. That's what development is. And seeing the crew say goodbye to their families, and mentioning things from their family life, is development. They would say goodbye to their families if they're leaving forever. Moreover, Airiam being infiltrated boiled in the background for a few episodes before she died and in that episode, which spotlighted her, they showed us her background. Which is all before the episode in the funeral. Lack of development is not knowing a thing about them and never finding out a thing about them ever. We're finding out things about them. Whether or not someone likes the way they're going about it depends on the viewer in question.

There's more than one way to develop a character. Some of these alternative methods do, however, require those watching to be able to muster up some tine sympathy/empathy drawing on related personal experiences with the people on the screen (such as every having been to an emotional event like a funeral, or having in one's life ever said a final goodbye to someone one loves). Of course, if one is not capable or willing to feel empathy/sympathy in this manner then this alternative does not work for such people.
