My choice is "To The Death". It's my second favourite episode and my favourite 'normal' episode because my favourite is the rather gimmicky "Trials and Tribble-ations".
In the past, people have argued against my claim that it's one of the best episodes because it gives all of the main cast a chance to shine, since Kira and Quark aren't around. I don't really mind since Kira is my least favourite member of that cast.
What I love most in Star Trek is great dialogue, whether it's in speeches or entertaining conversations, and this episode has plenty of both, either with the main characters talking amongst themselves or speaking with guest characters.
The conversations Weyoun has with Sisko and Odo, along with the talk between Miles & Jadzia are some of the most simultaneously thoughtful, eloquent, and emotionally satisfying ones in the series, and the interactions that Worf and Jadzia have with Jem'Hadar soldiers are hilarious...until their leader ruthlessly kills the arrogant smug soldier who kept trying to pick a fight with Worf.
That's just an example of how this episode does both comedy and seriousness well, though. O'Brien's pre-battle speech mocking the Jem'Hadar leader's speech is gold too. This episode has just about everything I love in Star Trek. Rousing action, juicy dialog, and a solid balance between endearing humour and riveting drama.
