I believe Harriman gets a mention in the ST'09 commentary (or perhaps it was an interview?), where Kurtzman and Orci talk about not wanting Robau to be a captain deliberately made to look weak in order to make the other captain (George Kirk in this case) strong.

It's not uncommon for admirals to pull strings to get favored officers various assignments--it's probably how Kirk and Picard got their Enterprises. It is uncommon, though, to be related to such admirals and presumably the younger Harriman resented his father's influence on his career as it likely overshadowed his own accomplishments.
