Tom that's true, but at the time, having the whole cast together get the chance to make ST VI wasn't even a given, because of how badly ST V did. Not too dissimilar a situation that TNG found itself in after Nemesis. The only difference is that Paramount really wanted to do something with TOS for the 25th Anniversary, as opposed to Paramount changing Presidents and wanting to end the 20 year run of TNG/DS9/VOY/ENT era Trek asap!

Actually, it went Enterprise -- film specific -- Enterprise, but it was the same idea.
The issue of the sign-off being originally the characters is also related in Mark A Altman and Edward Gross' "Captain's Logs" book. I think it was Harve Bennett who thought it should've been the characters (saying something to the effect of "Nobody gives a F about Shatner and Nimoy; it's Kirk and Spock they love. But one of the actors, who was also an Executive Producer, who shall go nameless, wanted his name in lights yet again..."). This, despite Bennett not having anything to do with the film!
^ Good stuff! Harve deserves so much credit for bringing the franchise back to its roots, even often against GR's wishes. But on this one, he was wrong. It would have been very strange to see the character's names written on screen (we almost never do) especially hand-written. Perhaps if they had done a computer read-out showing Kirk, James T. - Retired. Spock, Captain - Retired etc... until Enterprise NCC-1701-A -- Retired.... but that would not have had nearly the same emotional impact for sure.
