He won't let details of invented science detain him, but he's not going to bring the Master or the other Time Lords back with an "I'll explain later" moment.

No. The Time Lords resurrected him to fight in the Time War, but after seeing the power of the Dalek empire he was so scared that he used a Chameleon Arch, which brought him to the end of the universe. It's all right there in the episodes. It's backstory and Time War-related, so it's not as detailed as the story about his return will be if he's actually coming back, but it's not really "vague" either, and it's certainly not comparable to the non-explanations that the classic series went in for.and yes it wasn't really explained how The Master ended up on Uptoia in the first place, just a vague explanation that he escaped the Time War after he became frightened

I'm not terribly excited by this, just a little curious. If I had my way it'd be a return of the Time Lords. Not just because the Daleks have evaded this for so long, but it'd be a refreshing change to have another challenge/someone else to run from for Smith.
