I also get that sometimes when I grab a screencap from a Doctor Who DVD, usually when there's movement in the scene. ^Ok, first comment--and I could be wrong, I don't like The Sound of Drums/Last of the Time Lords very much so been a while since I watched em) --but I got the impression the Master said he'd always heard the drums, rather than it stemming specifically from the Timewar.
I always felt that the red Dalek was wasted, they never did explain its unusual design.
