I never noticed that before, but you're right. He's got the same twinkle in his eyes, and the same smile.
I also get that sometimes when I grab a screencap from a Doctor Who DVD, usually when there's movement in the scene. A glance at the Gallifrey Base Spoiler forum has him claiming that Nicholas Courtney was no longer going to be in the Audio Book series that Tom Baker is doing until it was pointed out that a photo of them recording together has been Twittered recently when he says what he really meant was that he was going to have a smaller role in them.

Exactly - they've been there since he looked into the time vortex as a child and went insane.
There was nothing to explain. The Dalek Supreme has always been different to the rest of the drones, particularly in Planet of the Daleks.
