Particularly as the structure of the name is suspect.

Noonien Singh makes sense, and roughly corresponds to an South-East Asian national of some sort.

Khan is confusing though, as it's more associated with China and the rest of (North)east Asia.

The South-East Asian title would AFAIK be Sultan rather than Khan.

?? Noonien doesn't make any sense. It's a made-up name that's been debated amongst Star Trek fans for years.

    Noonien, is a Chinese name.
Granted it was made up by somebody a very very long time ago, but it wasn't Mr. Roddenberry that created it.
He actually had a friend during WWII with that name.

Any source? I've been looking and can't find any that doesn't trace to Roddenberry and his mythical friend. If it's a Chinese name, it's very, very rare. To the point that naming experts were unfamiliar with it.

I thought that was the Klingons and was from a person he worked with in the LAPD?

    Both are true.
Kim Noonien Wang was the WWII friend
Lieutenant Wilbur Clingan was the LAPD officer.

Someone commenting about the image on another website thought they saw one.

If you google anything you're going to find real world examples. We're living in a world where flat Earth is a thing again for some. With over 7 Billion people you can find examples for everything. But I doubt you'll find anyone named Hitler or Stalin in your community or among your friends and their acquaintances.
Are we also now declaring books and comics canon in this argument?

He certainly had extra lift in his boots, as seen in a close up in "What Little Girls Are Made Of".

Even the TOS boots weren't smooth black pullover boots. They had lots of seams and angles.

I wonder if he had a several pairs with different heel/sole thicknesses depending on who was on the call sheet for a particular scene.

Seems likely as Hollywood has several tricks depending on the shot composition, blocking, actors varying heights, etc.

The padding in the "What Little Girls..." boots might be even more cause of Ted Cassidy.

No amount of padding was going to equalize that.
