He's wearing a Nemesis uniform (note grey shoulder) and calls Picard "Captain". I guess it's either a flashback or (based on what Picard is saying) holodeck recreation.
In some shots of Picard outside HQ, it looked like people were still wearing a variation of the early-DS9/Voyager uniforms.

The one Data wears is the Nemesis one, with grey shoulders. The ones they're wearing at SFHQ is similar to Voyager, but also inspired by the Countdown/Star Trek Online uniforms.

Exactly. It will have been seventeen years since we last saw the Borg onscreen.

And there's the terrifying fact that there are young adults out there who were still school kids growing up when Star Trek '09 was in the cinemas (with Minecraft and Call Of Duty being retro gaming to them).

And Jeri Ryan still has curves in the right places (but a catsuit is too gauche for a middle aged woman).

Oh, it's interesting how normal Seven/Annika looks now (and even acts more natural, after many years of rehabilitation on Earth) and wearing civilian clothing. Her costumes were a bit ridiculous and more of their time, though it was hilarious that she recently tore a journalist a new one on Twitter (who was making out how awful and demeaning it was).

I wonder what her Starfleet career is and if she's more settled, with a family?

To your point, I would say without hesitation, that Ryan was one of the best actors in the franchise during the 90s

If she'd been dressed in Voyager like she is in Picard, none of this would come up. It was the Berman-era mandate to make what was (at least for the first few seasons) an asexual character look like... that.

You're not the only one, Greg Cox, but I just wonder if Brannon Braga agreeed to see his half Human-half Borg creature being used 25 years later.
Plus, how can we see Seven so comfortable in Picard's presence while she never mention him in 5 years of Voyager and less met him before.
And to end, as seeing as Seven is back, would be possible to see other familiar Voyager's faces like Janeway, now that she is Admiral?
