Why do you assume that just because it's filming in South Africa it's automatically about South Africa? IIRC, a few episodes last season filmed there, among them the Rosa Parks episode. Which had nothing to do with South Africa.

And X Files already did a fine enough episode about the Mandela Effect.

There's no such thing as a "Mandella effect" and whoever "Nelson Mandella" is, I am not sure he's necessarily worthy of an episode of Doctor Who.

People who use “virtue signaling” without irony believe that everyone is as racist, sexist and bigoted as them but put on a false persona to look good for others.
