Don't be silly. Its obvious he's the Rani, who is actually a later regeneration of Romana, who is actually the granddaugher of Susan. I can't believe no one else has put it all together. It's so obvious.

There's a terrific short story in the Twelve Angels Weeping collection where the Master masquerades as the Doctor as a lure. But, in doing so, breaks/hurts/annoys a lot of temporary "companions" he takes on as part of his scheme, abandoning them once they've gotten him his objective. The real Doctor saves them and in a glorious moment tells the Master his plan will fail because... "this isn't about us..." as the companions work to bring down the Master's plot around his ears.
I could buy Steven as that Master - outwardly cuddly and warm like the Doctor, but then the mask drops.
sounds Big Finish borrowed some of that for the first series of War Master stories.
