This is Season 11 news but Matt Strevens will be Executive Producer along with Chibnall:

Capaldi is a talented man who can do many, many things very well.

Which doesn't really mean anything. Capaldi's contract expires with the season 10 finale, if he chooses not to renew, than Moffat will be writing the episode. Unless, he means the actual regeneration scene will be written by Chibnall, kind of like how he wrote Matt Smith's material in TEOT. Definite possibility.
Well he seems to be saying it from the point of view of Capaldi not necessarily leaving when he does. Like people say, even if their is a regeneration he'll probably write up to the point 12 begins to glow, then Chibnall will take over when Olivia Colman appears out the other side of the regeneration 
Please, Chibnail. bring McGann and Capaldi for that multi-Doctor special we've been wiating for years!
