So she's already a displaced Emperor from the Mirror-23rd century, who goes to the Prime 23rd, then to the 32nd, then to another time period? That is non-sense even by the current standards.
Why? She tries to go back to the 23rd but problem happens and she doesn't arrive where she wanted. I don't see how a character's back history should influence where the writers take her. It's like thinking the probability of getting a heads on a coin flip is > 50% because the last 3 results were tails. It's not like they knew the 32nd century was in the cards when they brought her to the Prime Universe and since the show was actually being planned before S1 aired, they have had to adjust it to align with the events of 2 more seasons of Discovery. Should they not have brought her to the 32nd century because that was moving around too much for her character? The writers can do whatever they feel makes the best story they can tell.

If it's what world Section 31 occupies, Georgiou staying in the 32nd century would make the most sense from a narrative point. Or at least I know it's what I'd like to see. Otherwise she'd have to steal Burnham's Red Angel suit (or her mother's; who I assume we'll see again in season 3), or build her own. Neither of which I think are really that good from a storytelling point of view. Because the first scenario would have to have them contradict what they said in season 2, and the second I suppose they could do, but eh... And I imagine there's other ways you can get her back too, but still... eh, just leave her where she is.
Also, having Georgiou setting up Section 31 in the 32nd century could explain why the series hasn't gone into production yet. And that's because they have to first establish the 32nd century in Discovery and then spin-off a Star Trek: Section 31 show from that (and they may have had an initial plan on how they wanted to do things, but may have then come up with a better idea, hense the delay).
Whatever they ultimately end up doing (and whenever they decide to set it) is fine by me. Just give me the black badges and the black uniforms, the all-black everything, and the crazy tech, and I'm good.
I think the delay is more Covid + Yeoh's other commitments + SNW, etc. I.e. multiple factors. And when you have all this extra time to tweak something you are working on, you make a lot of changes. I'm hoping the writers just had a lot of extra time to get the show right because they had nothing else to do and that it shows in the end product.
