I think it's going to come down to this if canon wants to preserve the historicity of Kirk's mission. To quote Star Trek 6, Sulu spent 3 years doing--Pike's multiple 5YMs were lame, and so were those of all other Constitution skippers or whoever gt to conduct the missions

Unless for some reason the non-biological parts of the BORG interfere in some manner with making it work for them.Although this isn't season 2 canon specific, I find it very hard to believe that the Borg never assimilated knowledge of the Spore Drive in the 24th century. Surely someone or some computer must have known about it that the Borg assimilated--they're not going to care how classified it is.
Thus, the Borg would have no problem assimilating tardigrades or have their own Borg drones with tardigrade DNA used to power a Borg spore drive. This tech would make the Borg's own transwarp look like kids' toys by comparison. The Borg would thus be able to appear literally anywhere in the galaxy without warning and assimilate entire civilizations faster than they already do.
Even if Starfleet stops using the spore drive due to safety concerns, the Borg will have no such hangups.

Well, we have no evidence they extended as far as the Delta Quadrant, just the Beta and Gamma.The same logic applies as to why The Borg never managed to assimilate or use Iconian tech for example, even if there are gates around.
