More seriously, the last superhero movies (as opposed to comic book movies) that came out before 'X-Men' were 'Mystery Men', 'Steel' and 'Batman & Robin'. They were a joke by that point and making something that looked like the comics would have been DOA.

So a 2 year difference, it doesn't change that Spider-Man wasn't ashamed of itself the way Singer was ashamed of the X-Men as a comic property. Nothing before Spider-Man had colorful costumes that had Raimi say "Yeah, it's safe to use costumes again". They did that despite the Black Leather thing being the fashion at the time.
No, if they had the same plot but put real effort into the costumes all it would've done was show that the movie could still be good with the costumes.
All that stuff about how people couldn't handle real comic book stuff after Batman and Robin? It was all an empty fear in the first place.

This movie can have all the cameos and comic-accurate costumes it wants, but without Reynolds' improv, it's likely gonna be pretty dull.

According to union rules, under strike conditions an actor must strictly stick to the script when filming - no improv or deviation from the script of any kind allowed.
Now, that said... scripts have been known to have optional alternate lines baked into the text (Top Gun: Maverick had several such listed for Cruise's character). Don't know how much heads-up Reynolds may have had about the strike, but he could have had the script already stuffed with such alternates (all of which would be filmed) to get around the strike that way.

Guys, it's Deadpool. He's covering his mouth 90% of the time. You know how trivially easy it will be to dub over whatever improv dialogue they want in post, once the strikes are over? It really doesn't matter what he says while filming, so long as they get enough coverage.
I wonder if they'll go with a funny title too. Maybe steal one from elsewhere. Or something that barely qualifies as a joke.

Have the rules changed? I only ask because back during the 2007/08 strike I know Mark Forster and Daniel Craig were allowed to work on the script for Quantum of Solace.
I don't know, some superhero costumes are much more well known than others. Everyone knows what, Superman, Spiderman, and Batman wear. The X-Men have never had the same level of Iconic costume. In addition to most just not being very well designed, there are also multiple versions. So black leather is just yet another version, not a redesign of an iconic costume.

Among comic fans, yes, but not to the general public. I remember when the 2000 movie came out many people not having heard of X-Men at all.
