Romulans as portrayed on Enterprise

I always figured that the Romulans should have been the ones using the Suliban to stir shit up during the series instead of Future Guy/People.

Replace the whole "Temporal Cold War" schtick with the Romulans secretly trying to keep the quadrant destabilized and you're set.
