The balding Romulan? It's this dude, I'm guessing he was an embassador. I'm pretty sure he was Romulan by the costume, but I could be wrong. He was also pretty militant if I recall, and acted a bit Romulan in that regard. But, he could be Vulcan. And it was Trek 6 Undiscovered country, not Trek 4, sorry, it's been a while since I've seen either one.
And I'm not saying it's bad to have a balding alien in Trek, I don't crave conformity or whatever, that wasn't the point in my particular post. I actually think that for a series like Trek that always had members of a specific alien culture USUALLY look mostly alike, I thought it was interesting more than anything else that this actor chose not to wear a wig in a Trek universe that craves wigs and conformity. A symptom of thinking like the ol' Berman line "the audience may get confused" that we often might have heard from some Trek producers...
