Yes, that's true. In the end they decided to change the script so that it was a Klingon ship. But I still like the idea that it was a product of the Klingon-Romulan alliance/exchange that was alluded to in season three.
The way I look at it, they traded D7s for a cloaking device. It would explain why Klingons now have cloaking devices and Romulans had D7s (for an episode

Too be fair, Klingon Bird of Preys and Romulan Bird of Preys look nothign alike (which is why that, aside from fan interpretations, there's no reason to think that the Romulans designed the ship). Enterprise's Klingon Bird of Prey even has similar proportions to the D7.
