It did. Roddenberry wrote that out because he figured that Starfleet officers wouldn't do such things.

I rather suspect it would have turned out much like the R-rated fanfic - some of which is rather good.

Mind you, I would never have been allowed to watch it, since I was 12 when I first saw Star Trek. And in later years, I'd have had to hide my Trek-watching, much as I had to sneak around just a few years ago when OZ was still on (I'm 49). I was watching it one night, my father came in... and his jaw literally dropped as he saw Keller and Beecher naked in the shower, and said, "Even I"M not old enough to see THAT!"

So I had to find another time when OZ was on and my dad wouldn't be coming in, since I never minded seeing Keller and Beecher naked in the shower...
