question about time/space bubbles

Hello! What was the name of the episode where (I'm going to try to describe it so bear with me...) there were these little bubbles of distorted time. And they were various sizes. As the Enterprise passed through them it would effect the time in that spot. I think Picard was reaching for a bowl of fruit and his hand aged very quickly.

What the physical explanation for that space anomaly? Did they give one?

I know which episode you mean but cant think of the name, the reason for the time fractures ended up being due to aliens using the warp core aboard a Romulan Warbird as incubation chamber for their young.
