Prostitution in the Federation

I can't be bothered to read through this bloated topic, but I've recently seen an episode of DS9 where Quark was communicating to a Cardassian officer that, during the Bajoran Occupation, "enjoyed" one of Quark's Dabo girls and I find it silly that the Feds are against prostitution (when Rodenberry himself said most Starfleets officers are bisexual).
