Data was quite prepared to kill the unarmed Fajo in The Most Toys
Riker mowed down Yuta in The Vengeance Factor rather than disabling her.
Both could have aimed for the knees

Riker's situation was different than both of theirs. Even if she was phasered in the leg or maximum stun, she was close enough to potentially touch them with poison and cause their death. Riker would be risking all of their lives so he had no choice. Plus didn't he even try to stun her? She kept moving and he increased the power.

Data's situation also different than Seven's... he didn't leave, come back and kill Fajo. He wasn't on a revenge mission with intent to kill

But both Seven and Bjayzel were operating in an environment without the rule of law, and Seven did not have the resources to keep Bjayzel in custody indefinitely. Therefore, Seven faces a binary choice: To avenge Icheb and thereby prevent a predator from hurting anyone else again, or to let Bjayzel go free and thereby allow her to continue murdering XBs.

I think the law of an effective state and the lack of resources on Seven's part complicate the question of whether or not she was unjust in her actions.

How about dropping her off on a planet, Khan style? The Fenris Rangers would need some way to deal with prisoners unless they're just going to blast all their enemies they capture.

Resources you would need are a suitable uninhabited planet, a brig, and transportation to the planet and maybe a transporter

Strading is rather ineffective since she has connections that Khan did not.
 
I'm not really sure anyone could even find her if she's dropped off at some unknown planet. Then the rangers can come back and pick her up after they establish a way to deal with prisoners.

Seven being Seven, she would have some pretty advanced ideas on how it could be accomplished with low resources. That's the thing though she didn't want justice she wanted to avenge Icheb.

Data's weapon of opportunity was a disruptor that's only setting was "Slow and Painful Disintegration". How would aiming at the knees have changed anything?

Hard to have justice in a lawless environment.
 
Bjayzl had it coming, if Seven had not stopped her she would have continued killing as the sector has no law whatsoever.

Sometimes the only law you have is what you bring with you.
 
I dont see the issue with planetary drop off, or many other ideas a brilliant person could turn to besides execution. She would have not only stopped the problem, but started bringing a little order and maybe justice to the families. Gotta start somewhere.

If the Fenris Rangers keep doing what Seven does they'll eventually make the wrong call

Can you guarantee her organization or buyers will not recover her? How do you ensure her survival while preventing her escape?
 
Evading them should be the same as however the Fenris Rangers already do it, how would they be able to find / recover her?

Her survival would be up to her on the planet same as Khan. Then they can upgrade to a replicator for her if they want

You don't think she doesn't have a way to be tracked?
Replicator is too dangerous. She is too dangerous.
