I got the impression that rather than T'Pau being in the family, she was the celebrity Master of Ceremonies due to Spock being the son of the Vulcan Ambassador. At the time, Kirk, McCoy and the audience only know that Spock's family is worthy of such an emcee. It isn't until Journey to Babel we find out why.
