I wasn't sure it was part of the message. Sometimes it's really hard to tell where the signature lines start.
That's also true in the U.S., at least where I am. I think he's saying that otherwise he won't mask up when simply walking down the street. Me, I only do that when there are a lot of people on the street.
Random fact about myself: I never make absolute statements.
I think that it was impossible to take Pauly Shore seriously as a slacker after he cut his hair. The guy looked like he should have been sitting behind a counter at a bank, asking me if I wanted a home loan.
