Will we get a measure of a man, part 2 where Picard has to prove that he's sentient?:D

It does open up new moral dilemmas for writers to create now doesn't it unless they somehow magic him a new human body.
 

On what basis? It looks like the ending of TOS "Patterns Of Force" where the alien Nazi ruler says "Well, from this moment on, no more extermination camps, we're gonna be kind to each other..."

On the recommendation from the Chief of Starfleet.

Well, the legal precedent from Measure of a Man should surely have made the synth ban illegal in the first place. If a Bolian goes nuts are they going to enact a Bolian ban? If you're deemed a sentient being and are a member of the Federation, how can they just ban you entire species?

As Chief of Starfleet Security, Oh would certainly have a significant amount of 'pull' within the Federation government. So her meddling could have been part of the reason why the Federation enacted that ban.

It was clearly part of the reason, I'm just not clear on how she was supposed to overturn established legal precedent and override the civil liberties of Federation citizens. Is that something that Starfleet security can do?

Except she wouldn't have been Chief of Starfleet Security at the time the Synth ban went into place. That would mean she held the job for fifteen years. It's bad enough Starfleet's screening process is so piss-poor they let an enemy agent take charge of their security branch, but is it really so bad that an enemy agent stayed in charge of security for fifteen years completely unnoticed? Imagine all the irreparable damage she would have done in that time. In fact, even today, real world intelligence and security services have term limits of five years or less for those in charge in order to avoid that exact scenario from happening.
