Putting his own self perception over the safety of his crew. He said something to the effect of: "A mission like this is Captain's discretion, and I'm the one that's out on a limb."
That one line demonstrates to me what a horrible leader the man is. He was staying safely on his ship while crew members go down to investigate a planet.

He couldn't make a decision without trying to notify Starfleet.

Granted, he may have been under specific orders based on the nature of the mission to not do anything without reporting in, but he came across as a self centered jerk.
The pink chairs didn't help either.

Sisko is probably the best captain IMO. He can kick ass if he wanted to... That might come in handy against formidable aliens...like the Klingons. I think Sisko understand the Klingons better than anyone else. On WOTW he could manipulate them with ease.

Kirk has more sense of humor than most other captain IMO. That's why everybody likes him...and I have to admit...he could probably do some serious ass kicking if he had to...
