Odd audio issue with original series on Blu-ray

Hi!

I own the 50th anniversary collection and have started to watch some episodes. I’ve noticed that the DTS channel is much softer than the Dolby Digital. Is that correct?
 
Often the menus are 2-channel, and they're much louder than 5.1. I notice this often when watching TV, too. The promos, last-seen-on, and other things are 2.0 and have less dynamic range than the main program, which is 5.1.

I don't know why DTS is softer than Dolby; maybe they were mastered differently. I've never compared, so I don't know. Wait, do the ST blu-rays have both DTS and Dolby audio? I just looked at one box; it reads "DTS 7.1" but the Dolby logo also is displayed.

The TV series from CBS use DTS, whereas the Movies From Paramount use Dolby TrueHD. But just regular Dolby Digital Max’s out at 486kbps for 5.1 while regular DTS Max’s at 1.5 Mbps and I find is usually louder.
