O'Brien and Bashir's relationship after "Hippocratic Oath"?

I've been watching DS9 lately from the beginning (they're showing it again for the first time in years). I recently got up to season 4's "Hippocratic Oath".

I was quite disturbed to see that O'Brien and Bashir actually fall out at the end of the episode. It's all very sour. They even cancel their scheduled darts game. What a dark episode ending for Trek!

Was this actually supposed to be a "cliffhanger", or just an incidental nuance of their relationship?

I don't remember what happened after this — is this falling out ever "resolved" or addressed directly on screen? Or do we just have to infer that they grew closer again over time?

I know I could just wait and see what happens, but I really don't want to wait, and I have a horrible feeling the scene was forgotten about, so you never get any closure from the argument.

It's something that, sadly, is never really addressed on screen. Their reconciliation, however, is dealt with in a short story in the Prophecy and Change anthology that came out a few years ago.
 
What the OP describes is one of the things that makes DS9 a masterpiece of a show. It shows that life isn't black and white. O'Brien isn't right, and Bashir isn't right. Both of them are right. And sometimes there is no way to reconcile things like that in life, at least not immediately.

So yes, it should have been addressed again in other episodes of DS9 to be as great as possible. On the other hand, as is, it's still a very major step up to greatness when compared to all the other modern Trek shows.
