I thought TOS Starfleet purposefully struck a balance between computer control vs. man-in-the-loop control of ship functions. We see many times where technology fails or aliens hack the ship's computer, and in other situations, we see humans fail or aliens take control of humans, so, a balance is needed to protect the ship. M5 showed us the error of removing a man-in-the-loop. This balance is based on the rarity that both fail or aliens take control of both.DIS to TOS fits with a growing technophobia or retro grouch stance we see starting with Captain Pike.
TNG and later series started to re-introduce more computer control I assume due to better anti-hacking protections in their computers and automated systems.
