Survivors
Survivor's Guilt would have been another appropriate title for this episode.
What at first glance appears to be a straight-forward "who done it" mystery story, ends up being about 12 different stories, all tied together in bits and pieces.
Over a decade before this story, Garibaldi was having a rough period (but then, when wasn't he?). He was taken in by Frank Kemmer. A group wanted Garibaldi dead, and targeted him, but killed Frank by mistake. Frank's daughter, Lianna, blamed "Uncle Michael" for her father's death.
Flash forward to now, Lianna is head of Presidential Security. It is her job to travel ahead of the President and ensure his safety, by any means necessary.
Michael is implicated in a bombing on the station, and Lianna does everything in her power to make him pay. After all, she's out for blood.
On the run, Michael finds out he has more friends than he ever thought. Both Londo and G'Kar are among them.
What might have been just an ordinary mystery was elevated and enjoyable. I give it 4 out of 5 stars.
I wasn't very impressed with Elaine Thomas' acting as Lianna, but in looking at her credits, she's only done two roles onscreen, including this, so maybe she realized she's not very good and retired early.
Trivia ... Doug Netter is one of the executive producers of the series, and owner of Netter Digital, which did the CGI for a few seasons on the show. His picture was used in the first episode, "Midnight on the Firing Line", as President Santiago.
Here, he reprises that role, in a voice over, as the President. In addition, the General is named Netter, in tribute to him. Cool tie-it.
Also, Jane is given two outfits to wear ... Her closet is expanding!

"President Santiago concluded his tour of the outer colonies with a stop at Babylon 5, presenting them with a new Zeta Wing of starfuries. He is scheduled to make a statement at 8 Earth Standard time tomorrow night, where the President plans to reveal his plan for expanding trading with the major alien races during the coming year.
"Vice President Clarke toured the Yakov Smirnov Memorial Hospital in the Russian Consordium earlier today. Ivan Habart, an eight-year old boy suffering from Bermaga Stupiditis, asked to meet with the Vice President, through the Make A Wish foundation. Bermaga is a rare disease which causes the brain to decay, leaving its victims in a vegitative state. There is no known cure. Ivan was reportedly overjoyed at the Vice President's arrival, but was even more delighted at the box of Godiva Chocolates he received, courtesy of Earth Central.
