That's a really good question! Heinicke did marginally better than Wentz in the past season w/ 9 games and an 89.6 overall rating, with Wentz in 8 games and only an 80.2. Howell was in only one game (but amusingly got an 83 rating - still better than Wentz, but not Heinicke). I don't think anyone disputes that it was a great move to shitcan Wentz, but I also think when most people heard this news, they said, "Howell who?"
This has the stink of Snyder on it. Feels like a similar disrespect he showed towards Kirk Cousins all those years and never signing him as a franchise QB, always stringing him along on the tag until finally trading him to Minnesota. He's such a petty little shit, I wouldn't put it past him as a little F.U. on his long-anticipated way out the door as owner.
On a tangentially-related note, Snyder blocked Jeff Bezos from bidding on ownership of the Communi...er...Commanders, following an unsuccessful bid for the team. Snyder wanted a mere $6B for the team, which I guess got shorted in this last batch of bidding. Not terribly sad to hear this, as I'm not a big Bezos fan, but it probably means Snyder will be owner for another season.

Yes, definitely less worse, by a hair. 
Heinicke is interesting, but Washington has to ask itself if he is someone that can take them deep into the playoffs? On the other hand, Heinicke has to ask himself if he wants to stick around and hold the clipboard for yet another Washington QB acquisition?
I think Tampa should look long and hard at Heinicke. They have pieces to compete and lack the cap room to chase Rodgers or Carr, and Garappolo is injury prone.

Macro vs. micro. The Commanders have literally pimped out their cheerleaders and settle sexual harassment lawsuits every year, so, yeah, Snyder is probably much worse for some of the individuals / employees he interacts with, but Bezos and his money / companies touch a whole lot more people; Amazon has this year, in the United States of America, used child labor to build warehouses. This has been a known issue since at least 2019.
When Snyder dies, no one will remember him beyond, "Hey, wasn't the the guy who really sucked at running a football team?" Bezos has made the world worse.

Snyder clearly has Jerry Jones levels of dirt on the other 31 owners (there's no other way to explain how he got a slap on the wrist for literally pimping out the team's cheerleaders, and I do mean pimping, they were expected to perform sexually), and Roger Goodell won't do anything that would harm The Shield. This is going to go away quietly, and will never get to the point of discovery motions.
