Like MLB umps, they're wildly inconsistent. I was watching the Browns/Seahawks & Jets/Cowboys, and there were some ridiculous calls among many flags thrown. They called a BS horsecollar in the first game and a couple other (really really not) roughing calls. Apparently we watch games to see the refs do whatever it is they do.
