I would be surprised if Phoebe would do it. Sure, it's a famous role, and she would've breaking s barrier. However, she would be tied up just as things are launching for her. She's doing movies and she's writing her own work. Would she give up that control? How much money would it take?
That's one of the reasons I find Whittaker believable. She's in much the same place as Tennant was in 2005; a reasonably well-known face but not a Star who might balk at the idea of spending three years in Cardiff.

You say that like a bad thing, but I would love to see either of them as The Doctor.If I were casting the first female doctor, I'd probably go for the likes of Sue Perkins or Sandy Toksvig, so its a good job I'm not in charge. I have faith the next doctor will be the right choice whoever it is.
That's something I've been thinking about. There will almost certainly be a female Doctor at some point, and it seems like it could be now. But what about the one after that? If they go back to having a man people will complain that they've reverted back to a boys club, and if they have another woman people will complain that it's now a permanent change. I think it's something that would only go away after multiple regenerations in both directions.oddly my main concern relates to 14 being cast cos if it's another woman a certain section will complain but if it reverts to male I can see people being up in arms as well. Sadly it might take a few regenerations before people accept that it's just the best candidate at the time.
