Picard: One further thing. A special favor.

Bald & Bearded Romulan: Anything, sir.

Picard: Using the same kind of strength you showed with Commander T'Soto, I would appreciate it if you can keep me from making an ass of myself with overgrown 40-year-old children.

    Bald & Bearded Romulan: Sir?

Picard: I'm not a family man and yet, I've been given a ship with 40-year-olds who've moved back in.

Bald & Bearded Romulan: Yes, sir.

Picard: And I don't feel comfortable with children, 40 or otherwise. But, since a captain needs an image of geniality, you're to see that's what I project.

Bald & Bearded Romluan: Be the captain they remember.

Picard: Can you please just put a disruptor to my head? Thank you.

I'm not positive, but I think Eaglemoss has a running license (flat fee) with CBS that allows them to continually add any new ships that are created by the shows without having to renegotiate each and every time.
All they have to do is get their initial concepts OK by the CBS Licensing Department.
    (just like STO does)

Neither of them have that. That’s why there’s a separate range for DSC (new license) at a higher price, as far as Eaglemoss is concerned.
There was likely a new license for Pocket too.
STO only gets the rights to things outside of the original license (which was basically the Cage to Nemesis) when they go and negotiate for it...hence the movie stuff coming late to the game. Even then, they have to ask around specific permissions for some things (there’s some arcane rules which is part of the reason high level versions of some ships are *only* in loot boxes, to help recoup the additional licensing money spent....I have a feeling that might be changing soon though.) and it’s more clearly illustrated by things like the extra licensing for the aventine (and possibly the Titan.
This also works in other directions, Eaglemoss went to get a license from STO to do their enterprise F, and it was a totally separate sale to the ones a subscriber gets (to help recoup the licensing fee)

In terms of STO and DSC...yes, I get the impression the contract was recently updated to allow the synergy between TV and the game we are only just beginning to see, and I think we will see things change moving forwards (I get the feeling this year we are going to see a big change in what we’re lootbox ships...there’s the ten year anniversary coming, which has rumblings around many changes that could be this, and loot boxes are starting to look like a less safe option legally speaking going forwards.) so maybe they now have a more ‘flat fee’ based license...I.e they have things outside the original TOS-NEM contract, possibly without having to resort to extra third-party licensing (they still cannot use certain characters in game, because of likeness rights. They have to get those from the actors, and the actors estates. Hence things like the remodelling of Miral Paris and the cutscene showing the back of Data’s head. And no Jim Kirk anywhere, notably absent when every other TOS cast member is now in the game.)

    Licensing is complex.

Heh ... I'm sure Shatner want's a hefty percentage for the use of his visage.
Which is probably why it'll never be in the game.

For some ships, it's because CBS didn't want players to have the option to purchase them directly, for IP reasons CBS didn't think it made sense for players of those factions to have direct access to non-faction ships. This was according to a dev, like 7-8 years ago, so who knows if it's accurate anymore. The context for that was for the Jem'hadar Bug ship, the first lockbox ship they released.

We know they will change their minds on things, CBS forbid them from making an endgame TOS Connie, but that changed in 2017.
The Luna Class is owned by CBS, so STO has direct access to that.

The Vesta class however, the design is not owned by CBS or Pocket Books, they licence it from Rademaker, which the STO team had to do as well.

Not entirely true, he's in one of the TOS missions, just facedown on the floor.
Also they didn't remodel Miral at all, they just changed her hair style and darkened her skin.

It was only Beyond they weren't allowed to use until now. They had full access to ST09 and Into Darkness materials since the original Kelvin Timeline lockbox. That came out before Beyond even hit theatres, which is probably why.

I thought that was Star Trek Continues he hated? Or is that a separate issue?

In the past, one of the STO Devs (Al Rivera) made an off sort of comment on Twitter that Shatner didn't care for (and subsequently blocked him).
