I've always been under the impression that if a time lord decides to regenerate because they want a new body they have a decent amount of control over it (like how Romana tried on different bodies when she regenerated) and could probably change genders if they wanted to.
If they are regenerating because they are dying, like what usually happens with the Doctor, they probably don't have much control over how they look (since the Doctor has been surprised about how he looks) and probably can't change genders.

You know I think a portion of the young fan girls will find themselves getting a thing about Capaldi anyway, even if they don't realise it yet. I know plenty of women (admittedly in their 30s) who think he's sex on legs.
That's almost the way I feel, but, I wouldn't discount the Gender change in Regenerations due to Trauma. I think a Regeneration brought about by fatal trauma is a crap shoot, like cramming a bunch of stuff into a blender, and switching it on, it all gets mixed up and you get what you get. Read up on why Eccleston left the show. They've learned their lesson since then.My only concern about casting an actor whos done a lot of work, and who's fairly well known, is whether he'll pull an Eccleston on us and decide to move on after a season.
