I never got the impression that the ship was "unfinished" in FC anyway...they altered it slightly for NEM, but that doesn't mean it wasn't a complete, fully operational ship prior to that.

Yes, the Enterprise-E is a character...and even it was embarrassed to be seen in Nemesis.

Watching the scene it really felt like I wasn't hearing Picard making a funny remark but some of the people who made the movie. And I just can't shake that feeling when I watch that scene.

When I hear the "Mr Troi" comment, I do think that it's amusing, but underlying it I think that I may be thinking something similar to you. I always think: "What's wrong with him taking her name, if that's what he had chosen to do? Why is it funny if that's what was really going on? Is the Federation not the kind of place that would take that thing in its stride?"

I see what you mean about the comment being the film makers' and not the characters.
