Game Name That Star Trek CHARACTER

Spock's Barber, I think your adding the picture delayed you enough for me to slip in there. If there were prize money involved, I would split it with you, but I'll just say congrats on the tie.

Clue #1 This character is a "glass half full" person in a way that is the opposite of McCoy and his "he's dead" proclamations.

Dr. Corby does have a glass full attitude. Even after death he claims to be alive. But, he was very pessimistic about how the human race would use his newly discovered knowledge, so we will disqualify him.

Clue #2 Even the one time this character was forced to proclaim someone dead, the statement was followed by the more positive review of who was still alive.
 
Kirk, in The Tholian Web, who proclaims himself dead in the recording, then moves on to discussing what Spock and McCoy must do to work together. (Unfortunately I can think of two other occasions when Kirk proclaimed someone dead.)
 
Both of these leaders are not the answer, and both are accustomed to getting a casualty list more often than identifying who is among the dead and injured. But, let's explore another clue about this mystery character.

Clue #3 You might have been surprised to hear this character's description to the captain because it indicated surprisingly good eyesight. I guess in the future, age and visual acuity will no longer be correlated.

Hmm . . . the unnamed doctor aboard the Exeter? He pronounces them dead but in a way that indicates "you have one chance," and he looks right at the (unseen) bridge camera to deliver his log . . . .
 
Hmmm, that's a good try. It does not quite work with clue # 3, but I'll say you are warm from several points of view.

As a hint, I'll say that the character is a bit obscure, but not so obscure that he does not have a name.
 
Clue #5 This character does not appear in great physical shape and is more of a brains over brawn type of character who can fix whatever ails you. Still, somehow his rugged good looks makes you imagine an ancient scene, like maybe he is out with a rifleman in the wild west.
 
It's that old doctor dude from WNMHGB. He looks mildly uninterested in doing the show.

Yes, Doctor Piper, who was played by Paul Fix. He was also the sheriff in "The Rifleman". He has very few lines, but does manage to get one "he's dead" line when he says, "Kelso's Dead", but he follows it up with, "at least Spock is alive". Before this, he has a line, "he's alive". If he had continued in place of DeForest Kelley, we might have had the "He's alive Jim" quote, rather than the "He's dead Jim" mantra.

Oh, and how the hell did he see two people walking in the distance in the morning light. Anyone who has tried to spot hikers from a distance knows that even a young person with good eyes has trouble doing this.

Clue 2 Bad guys do wear black.

1. Those two guys sure do look alike at first

2. These bad guys do wear black ... and white.
 
Spock : Fascinating. Two irrevocably hostile humanoids....

...but not the mystery character.

Clue 3 I’m not trying to dance around the issue, but that Bill Theiss costume sure is a tight fit
 
How about the Gideonite guards that Spock hilariously dispatches. One is played by Jay Jones, who's always on the Enterprise. They're bad guys and wear black, and the costumes are oddly tight-fitting including head coverings.
