1. He's now Mudd the First, ruler of an entire sovereign planet and he controls the situation over Kirk for the moment.
2. He's known for his exaggerations.

1. He fights Kirk figuratively. (I'm not sure how this addresses the capital-D "Duke" subclue, though.)
2. He says, "Danger and I are old companions," and exaggerates various aspects of his mission.

1. Duke is maybe a reference to John Wayne which could imply Western-theme fights with six-shooters and fists. Wyatt and Kirk fist fight at the end.
2. Maybe this is reference to the whole western-exaggerated situation?
3. "qualms" is western-speak, and the next level is a gunfight in the OK Corral.

2. "I have five times your strength." I'm not sure that was an exaggeration, though.
3. Khan first tries to reason with the Enterprise crew - which is an interesting element to the episode - but eventually orders Kirk killed.

Nilz Baris, Federation Undersecretary in Charge of Agricultural Affairs (and Patty Duke's father in the Patty Duke Show)?

1. He and Kirk bicker a lot; Kirk with insults.
2. He calls a priority one distress call, when there isn't any danger or threat.
3. He goes over Kirk's head to get his way, bringing Admiral Fitzpatrick into the mix.
4. Tribbles were claimed to be harmless by Cyrano Jones.
