Oops, missed this one. 
Janeway would NOT have brigged him for the rest of the trip. Tom's actions in "Thirty Days" were way worse, and all he got was a reduction in rank and a 30-day lockup. But, it's ridiculous that Harry behaved that way period. I could see Tom, with his disdain for rules, protesting in this manner, or a hothead like B'Elanna... but Harry's not like that. And that's why I consider "Resolutions" to be a character assassination episode.
It has been remarked that maybe Harry's actions in this episode rated a severe enough black mark to explain his seven year ensignhood. However, Tom did worse, and he was restored to lieutenant rank a year later. And while Harry merely advocated disobeying Janeway's orders, Tuvok actually DISOBEYED SAID ORDERS, and he made LCDR a year later. This episode might have explained why Harry was a one-pip special in S3, but he should have been a JG by the time Seven replaced Kes.

In Resolution, he should have been charged with mutiny. His public disrespect of Tuvok's authority was outrageous. The irony is that if he had shown that much disrespect to Janeway she would have put him in the brig for the rest of the trip. Tuvok was way too lenient.
