Most Underrated Character

Which character is the most underrated, in your opinion?

I think Torres is the most underrated, a really strong character who made a lot of episodes good or better than they otherwise would have been and had only a few misses. Close is Chakotay (not a great character but a good one) and then Seven of Nine (had a lot of interesting, enjoyable growth although not as much as she should have for how much focus she received).
I have to say, Kes was really underdeveloped/neglected and Kim sure had a lot of bad episodes.
 
Chakotay, a commander who was constantly superseded by Janeway. Even when her inflated ego went a muck and he attempted to calm her down, she simply dismissed him and reprimanded him to his quarters. He's a character who could've easily created a mutiny, but understood command and respected Star Fleet vessel protocols. I thought he was more human than the infallible Janeway, and I can see why anyone would follow his lead. After the other show hog 7 of 9 came along, as well as the increasing Doctor episodes, Chakotay's role became immaterial. The producers would've been better off killing him from the series than keeping him around.
 
I think Kes was quite underrated but so was Tom Paris and Harry Kim it is hard to choose
