Most Underappreciated Character

Ezri was an annoying character that sidetracked DS9

No. :p

Ezri's a great character, and a better one than Jadzia at a base. It was great to see a Trill character who looked at the joining a different way, and to have a very different personality on DS9. It's too bad that, like Admiral Shran said, everyone seems to hate her with few exceptions.

Honorable mention goes to Broik. Quark's would've fallen apart without him.
 
I'll go with Kasidy Yates. She was grounded, well-written and well-acted, and provided a conduit for the writers to bring out a new, more human side of Sisko. Plus the two of them had great chemistry together. I was always happy to see Penny Johnson's name in the guest credits at the start of an episode.
 
Two of them:
Ezri, wonderful character who gets a lot of hate directed at her. I really wish we'd seen more of her. I think she was wonderfully acted, and felt like a real character after 3 episodes, while Jadzia began to grate on me towards the end of her run.

Jake, I think there was a lot more he could have done, and he was hardly a main character. Especially in the later seasons, when Cirroc Lofton was pretty much an adult, and could handle more screentime. Staying behind for the Occupation Arc was barely glossed over with him, and he just went along with whatever else everyone was doing. Shame, he could have done so much more. But then, I'm pretty much the resident Jake loon, so make of that what you will.
 
I've never got impression from fans or writers that any characters under-appreciated. Though some as others already said possibly under-utilized. Personally would like to have seen more of Garak and the first actress who played Creetak. The one guest star who's always stuck in mind as potential in another trekverse was Melora.
 
This is hard, there are so many characters! I would have liked to have seen a bit more with Ziyal, I think. Or Nog. I disliked Melora; I didn't really feel the chemistry between her and Bashir. I always thought Cassidy was ok, but I felt like her character was just kind of thrown in there to be a love interest for Sisko.
 
I'd say Nog. He's had an incredible transformation from being a kid hanging around with Jake and going to Keiko's classroom, to an integral part of the Defiant crew. I'd say, Wesley would probably be quite jealous.

Yes. It would have been nice if she'd been given a more expanded role - the Maquis business could have been stretched out, and her work with the Bajoran shipping concerns could've been tied into the whole Bajor-increasing-ties-with-the-Federation arc, which sort of floundered around the time she was introduced. Not that this is a major complaint - the show had so much to do it could hardly give every supporting character interesting plots - but exploring a civilian human character on her own terms rather than just love interest for the Starfleet hero would've been interesting. :)
 
Leeta they only ever had her saying Oh Rom .She could hav been developed more .

Most under-appreciated I would have to say is Quark. The Ferengi were one of the most poorly designed characters for a long time. After they bombed as a possible threat they just became an amalgam of all the traits people find unpleasant: greedy, misogynistic, unscrupulous, big-eared. Quark's character went a long way to, dare I say, hew-monizing them.
