Or maybe just Hugh and both Riker moments since most people who dislike Jellico still believe he is a pretty competent/good captain though also flawed rather than, as his big fans believe, great and pretty much flawless.
I would never think anyone is flawless. He's just playing the odds, making the tough calls, going on his instincts, using all his experience, pushing his crew to excel, taking advantage of any & all options or lucky breaks, & not letting himself screw up too much, in order to deal with what might be a no win scenario. In other words, being a captain & getting the job done, even if it means nobody who he was given a day's notice to push though it likes him
 
Real life militaries draw a distinction between staff officers and line officers. Troi may have had a higher rank, but she wasn't eligible for command; she's there to support those who are.
Maybe.
When I was in the Army I worked with a lot of medical doctors.
I'd have to say that almost none had any actual tactical training and they would have deferred any tactical battle decisions to the next ranking NCO or office with that training.
That being said, not even one of the doctors I worked with was a total waste of oxygen like Troi.

And that would be backed up by a later-season episode where she took the test for command and passed.
