Mines in Subspace?

This was in 'Human Error' Season 7. Doesn't it recquire alot of technology to make subspace? Is this subspace here generally speaking, huh? Is there a subspace terminal( like a Borg transwarp hub) at fixed coordinates that is sending mines?

They had them in DS9 too. They drifted in and out of phase.

You don't make subspace. It already exists. Subspaces mines are just mines that somebody put in subspace.

subspace is underwater (where the subs go), so I suppose that's where one would put the mines
