it has already happened, just like between seasons 1 and 2.
good question. In Italy traditionally the father’s, however it has been possible for some time to choose the mother’s instead and since very recently both.
Same as what Jackoverfull posted. Traditionally the father's name, but the name of the mother or double names are possible too, nowadays.

there is no law for that as of now. You can choose one of the surnames or both, even changing surnames once you are an adult requires a serious reason.
So Hyphenation of both parents last name is the best option then?
I understand you get a space in between, not an hypen. And understand that’s a very new law, less than a year old, before you had to choose a single surname.
Yeah, he could be a war orphan from the days of the Occupation. Perhaps his parents were stationed on DS9 and adopted him there?
