Here's the thing, if senior bridge staff are dept. heads then explain why Paris reports to Lt. Rollins? Tom tells B'elanna that he submits his Con reports to a Lt Rollins in "Dreadnaut". Tom reports to someone else, yet Tom is senior staff.
Anyone can read his conn reports for any number of reasons, who do not need to be Tom's immediate superior. For instance he sends his con reports to stellar cartography to help them map where Voyager has just been.TORRES: Tom, what's been going on with you lately?
PARIS: Going on? How?
TORRES: People are starting to talk.
PARIS: Are they? People like who? Chakotay?
TORRES: No, I mean people. Like me. Like today. Look at yourself, coming to a briefing late. And is it true you had a fight with Lieutenant Rollins?
PARIS: The Lieutenant was unhappy that my conn. reports weren't punctuated properly, according to Starfleet protocol. I didn't like his attitude.
TORRES: Was he right about your reports?
PARIS: We're in the Delta quadrant, nowhere near Starfleet. What difference? Yeah, he was right. I'm the one who's been wrong. Wrong about a lot of things. Why don't we try running a multi-phasic sweep?

What always bugged me about that story was that even the Doctor, who was programmed with all of the Federation's medical knowledge, didn't know about the Pon Farr. I get the whole cultural taboo "we don't talk about this" thing, but it stretches credibilty that a race as prominent as the Vulcans could keep something so big so much of a secret that nobody has heard of it.
