If you think about it Doctor Who is aimed at 8 year olds and BBC Three is aimed at 16-30 year olds, so Class is intended for an older audience than Doctor Who is.
So it's Torchwood? Doctor Who already has mature themes, Clara losing Danny for example and her grief, the starship UK abusing a sentient being, the question wether to change history to save people or not comes up regularly (Fires of Pompeii and Waters of Mars). Or is it okay to kill innocent kid Davros to prevent billions of deaths or is that wrong and those are just a few recent examples.Posted on the BBC's DW webpage: "Class is a YA series that will premiere on BBC Three this Autumn and will feature more mature themes than Doctor Who - please note it is not suitable viewing for younger audiences."
I do find it surprising that BBC America is waiting until 2017 to air this, what with Canada and Australia broadcasting the same week as the UK. BBC America seems to be dropping the ball, as I imagine by 2017 most Americans interested in the show will have already sought out alternate means.
