Loud as a whisper - TNG one of the better episodes of season 2, so far
Flashback - Voyager. It was good to see Captain Sulu and Commander Rand again on the bridge of the Excelsior (and Kang as the Klingon Captain!). It was a shame on how anti-climatic and disjointed the conclusion was to me. I would have preferred an extended Excelsior episode with a witty comment from Sulu at the end.
Sulu and Rand together strikes back to Charlie X where we first see them as good friends. We learn that Rand took three years to make Ensign (I assume from her crewman rank as a Yeoman.) I also assume she is now the ship's First Officer and XO; she also mans the Communications Station while on the bridge. Nice.

I still don't understand the joke behind the "Sulu doesn't look like his picture" statement. Does anyone know what it is about?

Actually, those were Tuvok's exact words to explain the differences to Janeway. (Note my "sarcastic rolling eyes"
?) If there is an inside joke about Sulu's appearance, I'm not aware of any. Maybe it was a throw away line just to show us that Janeway is familiar with TOS movie personnel?

It's just that that statement is so odd that it does seem like an inside joke.
