I torpedoed that one long ago. If they were maintaining ranks, Janeway would have had no reason to promote Tuvok. Or Tom, for that matter.
Well, no. We know from Lower Decks Tom Paris was only bumped up one rank. Hell, nearly twenty-five years later, Tuvok was only two ranks higher than he was when Voyager arrived home.
And just four or five higher than he was 108 years before on the Excelsior.
Tom had been bumped from ensign to JG, so a one-level increase was appropriate.
Had Harry not had that reprimand on his record, he would likely have gotten upped by two ranks. As it is, we can't be certain. It depends on (1) how serious reprimands are in Starfleet, (2) who was reviewing him (Will Riker, space womanizer, likely wouldn't care), and (3) if Harry fought it (he probably could have gotten it stricken, since he was in sn altered mental state).

The suspected actual reason was that Garrett Wang and the production team had issues, but they couldn't get rid of him (Jennifer Lien was axed instead). So, they decided to humiliate him by humiliating his character.

Combination Brannon Braga never cared for Harry Kim the character and the fact that from the fourth season onward Garrett Wang the actor was only there because UPN insisted he had to be there.
Yup. And I know I was involved too, but we should use the designated topic (see link above) for further discussion. The mods created it just so I would stop mentioning the subject everywhere else, after all.
