Don't you get it? Kurtzman is Evil and hates Trek fandom. He's sitting in his Evil Lair, petting a cat and saying things like "so the fandom want's Legacy? Well they're going to get Starfleet Academy instead! MWA-HA-HA-HA!!!"

I'm pretty sure it never got greenlit because Paramount wants to chase the "new audience" and a show literally called Legacy isn't going to appeal to that.

Unlikely. The "Right-wing Trumpers" in charge want to make money more than anything. Trek has always leaned left and will continue to lean left, as that's generally where the fanbase sits. The new suits aren't going to upset that apple cart any more than they did with South Park. They've already hired Jonathan Goldstein and John Francis Daley to write a film, which is hardly what anyone would call a pair of "right-wing Trumpers."

Paramount has no fucking idea what it wants. Other than to be sold.
Plus, if your show idea is little more than, "new Enterprise with a higher letter suffix commanded by the most popular character from a previous series," then there wasn't much of an idea to begin with.
