How comes when they are supposed to be a millitary species they suck so bad at combat? Their ships are old and shot and they get beaten up by bajorans (way of the warrior)
 
I think the rationalization is they are too emotional and rush into battle, without thinking it though and strategizing. Brain over braun. Along this thought process, planners and scientists aren't respected, so their weoponary, ships, etc. don't advance too much.

Because they don't value science enough and if not for the Hurk invasions many yarens ago, they'd still be in the goddamned dark ages.

Quite.

The reasons the Klingons ever developed spacefaring technology is the Hur'q invasion. The Klingons didn't *develop* ships, they stole them. Kind of like the Kazon (stole all of their tech from the Trabe).
 
I don't think they ever cared to update their ships or style because they don't think they need to. They are warriors who think their way is right. I think in their minds they feel the way they fight and their technology is superior.
Basically their ego and pride getting in the way of advancement.
